However, OMRI listing is not the only route and is not a substitute for the certified operation’s approval process. The farm’s certifier makes the final decision for that operation and intended use.

  1. confirm that the product and manufacturer match the listing or review document;
  2. check the approved use class and restrictions;
  3. include the material in the operation’s organic system plan where required; and
  4. obtain final confirmation from its certifier.

European Union: Regulations (EU) 2018/848 and 2021/1165

EU organic production rules authorize specified fertilizers and soil conditioners under defined conditions. Regulation (EU) 2021/1165 includes products and by-products of animal origin, including hydrolysed proteins, subject to applicable requirements.

For hydrolysed animal proteins, the regulation states that they must not be applied to edible parts of the crop. Other requirements concerning animal by-products, manufacturing processes, national fertilizer rules and the farm’s demonstrated need for the input may also apply.

Being included as an authorized material category does not mean that every commercial amino acid formulation is automatically acceptable. Carriers, additives, salts, processing aids and the intended application must still be reviewed. Buyers should ask the relevant EU control body and competent national authority to confirm the exact product and use.

Japanese Agricultural Standards

Organic JAS rules include criteria and appendices for fertilizers and soil-improvement substances used in organic plant production. Evaluation considers the source material, ingredients and production process, including whether chemically synthesized substances are added or used in a way that affects eligibility.

Japanese importers and certified operators should provide the exact product composition and manufacturing information to their JAS certification body before purchase. A general statement that a product is “plant based” or “protein derived” is not sufficient.

Other markets

Canada, China, Korea, Australia and other markets have their own organic standards, certifiers and input-review practices. A document accepted under USDA NOP, EU or JAS may support an application but does not automatically establish compliance elsewhere.

Does Plant or Animal Origin Decide Eligibility?

Source matters, but it is not the only factor.

Animal-derived protein hydrolysates

Animal-source products may be produced from feathers, hides, collagen, fish materials or other controlled by-products. Their eligibility depends on the source category, traceability, processing, formulation and intended use.

EU organic rules specifically restrict hydrolysed animal protein from application to edible parts of crops. Other markets or individual customers may impose additional animal-origin, vegan, Halal, veterinary or import requirements that are separate from organic rules.

Plant-derived protein hydrolysates

Plant-source products may use soy, corn, wheat or other protein materials. They must still be reviewed for source, extraction or hydrolysis process, carriers, processing aids, salts and other ingredients. Plant origin alone does not create automatic organic-input eligibility.

Four Terminology Traps Buyers Should Avoid

1. “Organic fertilizer” in marketing copy

On supplier websites, “organic fertilizer” may simply mean that the product contains carbon-based or biologically derived material. It does not prove acceptance under USDA NOP, EU organic rules, JAS or another program.

Treat the phrase as a marketing description unless it is supported by a current product-specific review, listing or certifier decision.

2. “Organic nitrogen” on a specification

Organic nitrogen is a chemical description of nitrogen associated with organic compounds. It is not an organic certification claim.

A conventional amino acid powder may contain organic nitrogen while having no approval for use in a certified organic operation.

3. “Made from organic raw material”

Certified-organic raw material does not automatically transfer its status to a processed fertilizer input. Hydrolysis, neutralization, concentration, drying, carriers and blending are all relevant to the finished-product review.

4. “OMRI approved”

The preferred wording is “OMRI Listed,” and only when the exact product has a current listing for the relevant use. OMRI does not replace the farm’s certifier, and the certifier retains final authority for the certified operation.
